We currently have a hard-coded limit of 4096 open shared handles (threads,
processes, and named primitives.)  If this is a problem in a real-world
situation please open a new bug.

The original reporter is seeing a message to do with thread cleanup at process
shutdown.  I've not been able to pin it down, as it doesn't happen for me on
any machine I have access to.
