Summary: "_wapi_shm_semaphores_init: semget error" on monobuild

The build machines on monobuild sometimes fail to build mono with such errors:

** ERROR **: _wapi_shm_semaphores_init: semget error: unknown error (28).
Try deleting some semaphores with ipcs and ipcrm

After each build (whether the build fails or succeeds), I run:

./runtime/mono-wrapper --wapi=semdel

I usually end up manually cleaning up the semaphores.

This mostly happens on Solaris, but sometimes on x86 and other platforms.
It seems that the x86 will go much longer before needing manual intervention.

Ideas, suggestions?
