+Currently on the MS ASP.Net runtime (at least in .net 2), if you add a file
+to the root of a web application with the name "app_offline.htm", the .net
+application only serves this page.  It is intended for this page to help
+with deployments where many files might be updating across the site over a
+period of time.  
+
+Obviously, this is low priority, but adding this lesser known functionality
+so it may be tracked.
