Summary: NotifyIcon goes blank after setting Visible property to false then back to true

Please fill in this template when reporting a bug, unless you know what you
are doing.
Description of Problem:
When we have a Notify icon and we play with the visibility of the icon,
eventually setting it back to true, the space of the icon is left in the
taskbar but the actual image goes away, and all you see is more taskbar.

Steps to reproduce the problem:
1. Download app located here:
http://infiniteconcatenation.com/jbouffar/files/monoProof.tgz
2. cd monoProof/monoProof -->Compile app under mono -->
gmcs *.cs Properties/*.cs -pkg:dotnet -resource:monoProof.Form1.resources
3. run the app --> mono Form1.exe

Actual Results:
When you click the button, the icon in the taskbar is supposed to be
visible, but all we see is a spot for it and no image. If in the Form1
constructor we make Visible = true and don't even bother with clicking the
button, the image shows up.

Expected Results:
The icon should go visible and not when we play with the Visible property.

How often does this happen?
All the time.
