+Description of Problem: The mkinstalldirs file contains CRLF line separators.
+
+Steps to reproduce the problem:
+1. Explore the file HEAD version contents 
+
+Actual Results: make crashes in cygwin, reporting '\r' to be unexpected command
+
+Expected Results: successful build :)
+
+How often does this happen? Always
+
+
+Additional Information: after converting the file to UNIX format build
+(sometimes :) succeeds
