+Steps to reproduce the problem:
+1. make clean && make check
+
+Actual Results:
+build will error out not being able to find mcs/lib/default/mcs.exe 
+because make check doesn't rebuild mcs.
+
+
+Expected Results:
+make check should rebuild mcs if necessary.
