I tested it and the problem is that Notify Area in Linux is bigger than
Windows, if you create a bitmap of 24x24 you can see that icon don't need to
stretch and looks fine.

So, the solution to to have a good look in windows and linux is create an Icon
with 2 (or more size) 16x16, 24x24.

It is not really a bug, is an issue related to environment, so, I will close
bug report.
