In Ink Journal, you cannot use the pen, highlighter, eraser, or lasso.

Steps to reproduce:
 - Goto http://www.thedatafarm.com/silverlight/journalsample/
 - Click on the pen in the tool bar at the top
 - Draw a line.

Expected results:
 - Mouse should change to a small circle.
 - A new line should be drawn.

Actual results:
 - Nothing is drawn.
 - Mouse does not change icons.
