First day of the week is correctly taken from the current culture.

However mono\tools\locale-builder\Driver.cs does not appear to be able to read
FirstDayOfTheWeek from the XML locales. Neither do any of the XML locales
contain any definitions for the first day of week. Therefore the value always
defaults to 0 and will always be Sunday.

This is not a System.Windows.Forms issue...
