setting to .bash_profile: 
NLS_LANG=german_germany.WE8ISO8859P1
export NLS_LANG

setting to vhost.conf:
PassEnv NLS_LANG

(oracle db server can be set to english, should just have an utf8 etc - more
info available in the oracle docs)

(i): setting NLS_LANGUAGE and NLS_TERRITORY per SQL for the db session does not
solve the charset issue within the db session. NLS_LANG must be set for the
oracle client as env param.
