The Preview 4 release still has the originally stated problem.
Retrieving a user-scoped setting which is not listed in the config file (or if
there's no config file) causes the exception shown above.

I've attached a new version of the code which includes the
DefaultSettingValueAttribute, so on ms.net it displays "True" and on mono it
throws a NullReference Exception.
