I've attached new patches for both corlib and runtime. I now only use a single
method, and pass a bool to specify whether it's used for creating AssemblyName
instances for Assembly.GetReferenceAssemblies.

For now, this patch cannot be commited since it breaks Moonlight 1.1 (2.0). The
tuner removes the internal method (probably because it's not used from within
corlib itself). Adding System.Globalization.CultureInfo to the whitelist (in
mcs/tools/tuner/Descriptors/mscorlib.xml) does not have any effect.
