I have tried twice to perform a binary search on this, however it is proving
near impossible to do since the bug is so sporatic.  I think the next approach
will be to try it on a form without a menu to see if I can remove that
possibility.  The problem is even knowing where to look as it could be a
regression in textbox, focus, keyboards, or menu.  :/
