Summary: Newly launched WinForms App's window doesn't get put on top

Description of Problem:
In Codice's Plastic gui interface, when you go to merge branches, it opens
a 2nd WinForms app that shows a visual diff. This app's window does not get
put on top of the other windows, and in fact gets intertwined in between
Plastic's Main window and Plastic's merge dialog (See attached screenshot
for more info).

Steps to reproduce the problem:
1. Download the plastic on Mono VMWare Image
     wget http://www.vodagest.net/mono1.2.4_plastic.zip
2. Upgrade the VMWare image to 1.2.5p3
     http://mono.ximian.com/monobuild/preview/download-preview/
3. Reboot the VM
4. cd into /home/mono/wk_mono
5. Watch this screen cast to see how to reproduce the bug
http://151.155.188.100/other/screencasts/codice_screencast/bl065_mono.html

Actual Results:
Two windows from different WinForms apps get intertwined.

Expected Results:
The newly launched WinForms app should be on top.

How often does this happen?
Very Often. You may have to repeat the steps a couple of times.
