+When ScrollBars is set to Both, then scrollbars are still displayed even 
+if no scrolling is necessary.
+
+Modifying the ScrollBars property after the handle is created only has 
+effect after the text is updated.
+
+To reproduce:
+1. compile and run the attached code snippet.
+2. follow the on-screen instructions.
