+Rather than creating a new bug I just re-opened this one.  
+The "Activated" event appears to be fixed but now I notice that 
+the "Deactivate" event handler isn't getting fired.  The same 
+details and test case for the Activated handler fix should be useful 
+for the Deactivate event.
