+A form with FixedToolWindow border style does not move to the top when 
+shown. Also when a messagebox is displayed more than once, that 
+messagebox does not move to the top.
+
+The form is also not displayed in the taskbar. Let me know if you want 
+separate bug reports for these issues.
+
+To reproduce:
+1. compile and run the attached code snippet.
+2. follow the on-screen instructions.
