 With metacity 2.16 Paint.NET toolwindows are behind the main pdn form and
 are not in front of the form as it should be.
 The patch for metacity 2.15.4 in ubuntu that caused the order problems
 there seems to be now part of metacity (at least the idea behind it).

+Attached is a patch that fixes this bug. The solution was to map the
+toolwindows to _NET_WM_WINDOW_TYPE_UTILITY and set the correct leader
