 In looking for what might be different about these dialogs, I saw that the
 ones with failures were all marked as localizable and use a resource
 manager to initialize everything. I converted a few dialogs back to their
 original non-localizable state and it seemed to make no difference.

+1.1.18.  There is one issue that I've run into with nunit, filed as
