+mono 1.1.17's recreatehandle code had some problems on X which were
+addressed through a few patches.  some were before 1.1.18, and
+unfortunately some were after.  The windows code for the feature was
+unchanged (since it worked before).

+I don't know anything about the Microsoft.VisualBasic namespace..  Go
+ahead and file a separate bug if it's a mono thing.  The winforms team
+isn't working on those namespaces.
