+Pressing down arrow does not highlight first menu item.
+
+Steps to reproduce the problem:
+
+1. Run the attached VCS solution using monocharge-20061006
+2. Press Alt+F. Popup menu is opened.
+3. Press Down arrow key
+
+Actual Results:
+
+Down arrow key is ignored.
+
+Expected Results:
+
+Down arrow key must highlight first menu item.
+
+Happens Always.
+
+Additional Information:
+
+Occurs in Linux also.
