 This is not the same as 79952.  79952 dealt with clicking the
 scrollbar to scroll.  This is releasing the mouse from dragging the
 slider box while not in the scrollbar control.  79952 has been fixed,
 and this issue still exists.  Reopening bug, though other people can
 override me if they don't agree.  :)

+I know it's not really the same issue, but the fix for 79952 
+resolved this issue too (at least for me). I'll double-check it 
+tomorrow though.
