+Description of Problem:
+When an MDI child's Autoscale property is set to false, the title and
+border decorations for the child do not appear.
+
+Steps to reproduce the problem:
+1. build and run the attached app
+2. 
+3.

+Actual Results:
+Two "Form2"s are shown. One has Autoscaling=true the other does not. One
+shows it's title bar, the other does not.
+
+Expected Results:
+Both windows should have titles and borders.
+

+How often does this happen?

+using svn 60822.
+works on windows.
