+PROBLEM
+--------------------
+Rapidly scrolling the scrollbar causes the control's top to move. 
+DisplayTop still reports 0, but its clearly not located at the same spot 
+on the form.
+
+HOW TO REPRODUCE
+--------------------
+Run the test case, click and hold the scrollbar and go up and down fairly 
+fast until you can clearly see the top of the Red colored control has 
+shifted its location vertically. 
+
+OTHER INFORMATION

+This may happen with Horizontal scrollbars as well but not sure.
