+decide whether we want to support csc.exe. If we want to support

+think Microsoft is not going to officially support the bootstrap of
+corlib so this is a problem that we should work around if we want.

+I'm not sure whether we need csc.exe bootstrap. I prefer to use mcs
+as it provides full compatibility with Linux. My only problem was
+that before r48695 building mcs tree failed on Windows. No that's
+fixed so I'm happy.:)
