 I'm not sure whether we need csc.exe bootstrap. I prefer to use mcs 
 as it provides full compatibility with Linux. My only problem was 
 that before r48695 building mcs tree failed on Windows. No that's

+Build system defaults to mcs on Win32 as well so this is not a
