+Description of Problem:
+When a ComboBox is not in it's dropdown state, but has focus, the mouse
+scroll wheel should scroll through the items in the text box.  (Tested
+using Windows.)
+
+Steps to reproduce the problem:
+1. Compile program below.
+2. Run program below.
+3. The form should come up with the text in the combobox selected.
+4. Move the mouse wheel up and down.
+
+Actual Results:
+The value of the combobox does not change.
+
+Expected Results:
+The value of the combobox should scroll through the available options.
+
+How often does this happen? 
+Always.
