Summary: ControlBox property not honored

Description of Problem:
Under a KDE 3.5 window manager (Plastik), the ControlBox property of a form
is not respected. The close and restore/maximize buttons are removed, but
the minimize button remains. Also, contrary to the way WinForms on Win32
works, the drop-down menu in the top left corner (Advanced..., To
Desktop..., etc.) remains.

Steps to reproduce the problem:
1. Create a form.
2. Set the ControlBox property to False.
