Summary: Button displays image even if FlatStyle is set to System

Description of Problem:
Button displays Image even if FlatStyle is set to System.

Steps to reproduce the problem:
Compile and run the following program.
using System.Windows.Forms;
class TestForm : Form {
    static void Main() {
        Application.Run(new TestForm());
    }
    public TestForm() {
        Button Button = new Button();
        Button.FlatStyle = FlatStyle.System;
        Button.Image = Icon.ToBitmap();
        Controls.Add(Button);
    }
}

Actual Results:
A button with an image.

Expected Results:
No image displayed on the button.

How often does this happen?
Always.

Additional Information:
I believe that on Microsoft .NET Framework (v. 1.1) this limitation is due
to the fact that the controls with FlatStyle set to FlatStyle.System are
not drawn by the usual Common Controls library, but by a special, themed
version (Windows XP, v. 6.0). See also Application.EnableVisualStyles in
the .NET Framework 2.0 documentation. Anyway, FlatStyle.System should not
be used, so this should not reduce functionality for new applications,
however older applications may rely on this behaviour.
