+Description of Problem:
+
+When using MonoSetEnv in the Apache configuration works when the
+mod-mono-server starts up, however if the mod-mono-server is restarted
+using the mod_mono control panel the new instance does not get the set
+environment variables.
+
+
+Steps to reproduce the problem:
+1. Configure MonoSetEnv in the apache config
+2. Start Apache and Verify the environment variables are set
+3. Go to the control panel and restart the server
+4. Verify that the environment variables are not set
+
+
+How often does this happen?
