 I added a check to see the conditions present in the _wapi_handle_new
 code.  The "last" variable increments (adding 1 or 3) every 10
 seconds.  It's very precisely occuring every 10 seconds.  Perhaps
 there is some event occuring every 10 seconds in higher level code
 that's not freeing the handles.
