Summary: NumericUpDown: Value proeprty should be equal to Minimum property when created

The default value for NumericUpDown.Value is 0. If the
NumericUpDown.Minimum value is bigger than it -for example, 3-, then Value
should have the same value -thus 3 too-.

When trying to decrement the value of the NumericUpDown control, an
exception appears; but it could be fixed by just fixing the assignation for
Value property.

Steps to reproduce the problem:
1. Compile the sample.
2. Observe that the value in the NumericUpDown control is 0, not 3. In .Net
the value is 3 (the same value of Minimum property).
