Summary: System.Threading.Timer tests all marked NotWorking ?

I've noticed that all tests for System.Threading.Timer are currently
marked (except for one test that I added today).

These were are marked NotWorking by BenM with the following comment:

====
This whole test seems to fail randomly. Either
- It is relying on a race it might not win (that the timer code runs)
- We have a very obscure bug with appdomains.

Am going with door #1, but it would be nice to investigate this.
====

I've enabled all tests and ran the corlib tests several times, and I
never got a test failure.

Ofcourse, I don't have an SMP box or anything, so perhaps my results
don't say very much.

Can anyone else look into this ?
