 This patch seems to be working pretty well.  The users seem to be
 finding ways to shut down without releasing the semaphores..but it's
 very infrequent.  Right now I have 212 named semaphores and 200 people
 logged in. So we have only leaked 12 in 2 weeks of uptime.  Very nice.
