+The black rectangle outline around tooltips is drawn 1 pixel to the right, so that there's a line of 
+yellow pixels to the left on the left side, and the the line on the right side is clipped (there is no 
+black, only yellow).

+This happens with swtf-tooltip.exe
+
+Strangely, this only happens when displayed on OSX's X server. If I change DISPLAY and have it 
+display on cygwin X on my laptop it draws correctly.
