[Mono-bugs] [Bug 77843][Nor] Changed - ScrollBar thumb doesn't move

This happens when you move the mouse fast. Behaviour on windows is that the
scrollbar thumb still moves although the mouse cursor isn't in the
scrollbar area anymore.
You can reproduce it with FileDialog. Open a directory with many files and
move the scrollbar thumb of the listview.
