It seems that the bug is only reproducible on Gentoo. I re-emerged
mono 1.1.9 on it and it still was there. Any ideas on why this is
Gentoo specific? (actually, on my embedded system linux, it happens
as well)

+I just installed mono 1.1.9.1 from the precompiled binary packages
+available at http://mono-project.com/Downloads onto my Gentoo system
+in a totally isolated location. It too had the exact same problem.
+Perhaps I have a weird version of some library that mono is dependent
+on that is causing this? Can anyone tell me if a pkg-config
+--list-all output would help you find what Gentoo's got that messes
