+Description of Problem: data grid styling inconsistency

+Steps to reproduce the problem:
+1. Create a data grid and apply borders
+2.

+Actual Results: borders work in both Internet Explorer and Firefox when 
+hosting on IIS, but not on Mono.
+

+Expected Results: styling should remain consistent where possible
+

+How often does this happen? always

+Additional Information: See attached files. You can see the IIS example at 
+http://weblog.carlswebs.com/TestPage.aspx and the Mono example at 
+http://www.carl-olsen.com/TestPage.aspx - The IIS example looks the same 
+in both Internet Explorer and Firefox, but the Mono example only looks the 
+same as the IIS example in Firefox.  The borders don't show up in Internet 
+Explorer when the page is hosted with Mono.
