 This bug is still not fixed. For example gacutils installs 
 assemblies with culture "hu" as "hu-hu" istead of "hu". This is a 
 problem as the neutral culture and all of it's specific cultures 
 should fallback to the neutral culture but currently only the 
 default secific culture is available.
