 What is being proposed will fix our problem for now. However, my 
 opinion would be to fix it in the unmanaged code to use a static 
 handle (in the Linux case). This way it is fixed for all clients 
 that use the rng object. Otherwise, this could creep up again, just 
 from a different object than SessionState.
