Summary: mono-shlib-cop does not work because sysconfigdir wasn't correctly set

Trying to run mono-shlib-cop -- which looks to be an incredibly useful new
tool -- doesn't work from the SUSE 9.3 packages via Red Carpet. It dies
with this error:

Unhandled Exception: System.IO.DirectoryNotFoundException: Could not find a
part of the path "/usr/etc/mono".

This implies that --sysconfigdir=/etc was not passed in to configure when
building the package. mono-shlib-cop completely refuses to run as a result.
