+Description of Problem: error with user control
+
+
+Steps to reproduce the problem:
+1. create a user control in a web subfolder
+2. create a page in a different web subfoler and include the user control
+3. 
+
+Actual Results: mapping across applications not allowed
+
+
+Expected Results: no errors
+
+
+How often does this happen? 100% of time
+
+
+Additional Information: including the control in a page in the root 
+directory fixes the problem
