+Description of Problem:
+I cannot copy a DLL into bin while XSP is running and the web application
+has been accessed (i.e. no hot deployment on Windows as on Linux).
+
+Steps to reproduce the problem:
+1. Start XSP
+2. Access the web application URL
+3. Try to copy a new version of a DLL into bin
+
+Actual Results:
+windows-error/message box: file is locked
+
+Expected Results:
+copy file into bin
+web application ends automatically
+
+How often does this happen? 
+Always
+
+Additional Information:
+On Linux I get an assertion failure in loader.c. I will file a separate bug
+report.
