As we start working with multiple web applications, this has become
a critical problem. We can't have each new web application trying
to do their own work-around or to check for someone elses work
around.

I attached the source to one of our work-arounds: mod_simias. We
need functionality like this in mod_mono to put the web applications
on an equal footing.
