I tried the file you provided:
http://primates.ximian.com/~gonzalo/tmp/mono-0.91-win32-1.exe, but
that still would not work; for invoking mcs.exe brought about the
following Msgbox: "This application has failed to start because
MSVCR70.dll was not found. ..."
