+I had the same problem.  I use RH9 also.

+RH9 comes with libgtkhtml-1.1
+
+The filename I found was:
+libgtkhtml3.0_4-3.0.10-0.ximian.6.1.i386.rpm
+and is in the evolution package.

+I mistake-ingly thought a newer version would work:
+3.1.7.  It would not.  You may also need a file
+called libgal.
