 Gonzalo, just a reminder about removing some of the tests. From my 
 understanding some of those encodings could work only if a certain 
 culture is installed under windows, hence why I put in the ignore 
 attribute. I think it would be worthwhile to find people that have

 and try to test this hypothesis.
