+Gonzalo, just a reminder about removing some of the tests. From my 
+understanding some of those encodings could work only if a certain 
+culture is installed under windows, hence why I put in the ignore 
+attribute. I think it would be worthwhile to find people that have 
+some of these encodings installed (cyrylic, hebrew, arabian etc...) 
+and try to test this hypothesis.
