+EditCommandColumn is not appiled\ rendered\ doesn't work.

+Steps to reproduce the problem:
+1. Open the attached aspx 
+
+Actual Results:
+Only a column with names from xml file is shown
+
+Expected Results:
+There should be two columns - names columns and a column with link button 
+"Edit" 
+
+How often does this happen? 
+Always
