 Two things. First, obviously if you stuff the dlls it's seeking into the 
 directory it's looking for it will run. Second, the installer for the mono 
 binaries doesn't set evironment varibles when it installs, which isn't a 
 huge issue, but I could see how some people would be confused as to why 
 they installed mono, but they can't access the tools from the command line 
 yet.
